After some final tweaks to the master development agreement, the City Council approved a commercial business development called the Commons at Herriman Towne Center. It will be located along the west side of Mountain View Corridor and the north side of 13400 South. The center will feature sites for retail, restaurants, and other businesses. The developer anticipates the first businesses opening their doors to customers in late 2026. The Council and developer also agreed to property tax and sales tax incentives to help attract quality businesses to the area.
The City Council approved public infrastructure districts (PIDs) for the future Panorama and South Hills developments. These PIDs will place temporary property taxes on properties in these developments to help pay for public infrastructure like roads and water lines before homes and businesses are built. The goal of PIDs is to make sure that new residents contribute to the cost of the infrastructure needed for their area, instead of current residents paying for new developments. A similar setup is already in place for the Olympia development.
Due to a variety of major infrastructure projects the City is contractually obligated to pay for, the City anticipated a pair of bonds in this year's budget process. The Council approved the parameters for the bonds, including a maximum principle of $20,000,000, a maximum term of 30 years (the City intends about 20), a maximum interest rate of 6%, and so forth. The City will work on issuing the bonds before holding a public hearing in January 2025 to finalize the bonds.
The Herriman Police Victim Advocate gave a semiannual report of services they provided between July 2023-June 2024, including relevant local statistics and examples of cases worked in that time period.
Three residents expressed concern or frustration about two different cases they are working with the City on to remedy public property encroachments.
The Council commended staff for the recent Night of Lights event on December 2nd.
The Council and staff talked about the collective approach to the upcoming state legislative session and having a centralized way to collaborate on the City's position on various proposed bills in the upcoming 2025 state legislative session.
The City Council and City staff talked through a draft policy and flowchart to standardize how the City receives and considers projects, requests, or opportunities. The desire is to be able to appropriately balance financial impact (quantitative) with other qualitative impacts. The Council will consider the policy again in a future meeting.
