• 4-0 approving the Consent Agenda (except Item 9.1 - monthly financial summary), which includes:
• Agreement with Salt Lake County to conduct the 2023 Herriman municipal election
• Agreement with Draper City to share a judge
• 4-0 approving the monthly financial summary (individually removed from the Consent Agenda)
• The Council approved the report as written, but used the item as an opportunity to discuss re-evaluating the overall budget. It is a best practice to exclusively use one-time revenue for one-time expenses. The City has made significant progress toward that in recent years, and is now making efforts to accelerate aligning one-time revenues/expenses versus ongoing revenue/expenses, and show that in its financial reporting.

City Council recognitions

The Council formally recognized City Arborist Trent Bristol, who recently was awarded the Arborist of the Year award from the International Society of Arboriculture Utah chapter. Trent has been a huge part of advancing the health of the City's trees and tree programs, including Arbor Day celebrations and awarding of grant money. The Council also noted his special ability to connect with children. 

City Council board and committee reports

• Councilmember Hodges, representing the South Valley Sewer District board, noted the upcoming retirement of the district's general manager and a recent celebration of his career.

Work Meeting

Midas Creek Plaza MDA (formerly Game Pointe)

The Council discussed updated concepts and the next stage toward an agreement with the developer of the Midas Creek Plaza (formerly Game Pointe). The Council likes the direction the developer is headed with the property and gave direction to include office space, restrict fast food, and create a unique place for the community to enjoy. The developer and City staff will work to form a draft master development agreement and design guidelines. 

Pothole repair and pavement preservation report

The Directors of Public Works and Operations reported on the City's efforts to repair potholes and other road damage during this extraordinary winter season. Potholes have been a significant problem throughout the state with very wet and relatively volatile temperature conditions. The Council then revisited a discussion about its pavement preservation policy, in which the City generally aims to spend less-but-more-frequent money up front on road maintenance to help delay or avoid major repair or replacement costs long-term. The City continues to evaluate updated technology and practices to reduce costs and increase durability for road pavement.

Cemetery expansion and rules

The City's cemetery is nearly at capacity in terms of plots sold (not necessarily occupation), and the City is working toward expanding to the next section (western side). Fees for the cemetery have generally been lower than comparable cities, so the Council would like fees to increase to appropriately cover costs and come more in line with other cities.

Roundtable Discussion with County Councilmember Sheldon Smith

Salt Lake County Councilmember Sheldon Smith joined the City Council work meeting to establish a regular conversation with Herriman, which is part of his constituency, to ensure the City's needs are relayed and represented on the County level. Both parties are generally aligned on priorities, including ensuring fair costs and funding for municipalities in the County, expansion of transit services, and other matters.
